purpose are framed for public guidance.
Two women and a man got up
into the bus. On which, the young lady was dressed in sealskin and carried Pekinese
dog. At this point, author marked the conductor as man with vague grievance
against everything and particularly against passengers while he shirred at the
door.
When the conductor saw the lady
with dog, he was disappointed and ordered the lady to take the dog out go on
the top of bus. In spite of this, she refused to obey his order. Suddenly, the
conductor pulled the bell and bus was stopped. The conductor told the lady that
bus does not move on until the dog is brought out.
“The Storm Rose High Inside” means
all passengers were opposing the conductor because of his ill-behavior to the
lady and everyone was on the side of lady and dog. At the last, lady agreed to
go on the top of bus; few minutes later, it was struck work. The conductor went
to help the driver, meantime sealskin lady stole down. After engine is put
right, conductor in saw the lady was in and he pulled the bell again. The same
thing was done till the lady had to get down.
According to A.G. Gardiner, there
are different rules framed for public guidance. Meaning and purpose of rules
should be borne in our mind. They are meant to be observed in the sprit but not
in letter.
